For the eastern North Pacific, east of 140 degrees west longitude:

Tropical cyclone activity during August was below average for the
eastern North Pacific basin, with three named storms forming during
the month and none of them becoming hurricanes.  Based on a 30-year
(1981-2010) climatology, three to four named storms typically form
during August, with two of those storms becoming hurricanes and one
reaching major hurricane intensity.  This is the first time since
1973 that no hurricanes have been observed in the basin during
August.

In terms of accumulated cyclone energy (ace), which measures the
strength and duration of tropical storms and hurricanes, activity
in the basin so far in 2019 is below normal.
